Makes a CASSIE announcement.
Syntax
Cassie mode "message" "subtitles"? glitch_scale?
Arguments

subtitles | No | Any text e.g. "Hello, World!" | Default: empty |
glitch scale | No | A number between 0 and 1 (inclusive) | The amount of glitching to apply to the announcement, from 0% to 100% |
